Absolutely a scammer - no question. My text purported they were from NetBank with an 'Unusual Payment Alert. We noticed an unusual transaction attempt sent from a newly registered mobile device. To secure your account go etc.' Interesting to note this number is 1 digit from from another ending in 1992 which withdrew from my real bank account on 4/7/22 - I cancelled my card, reversed the withdrawals etc but worrying they are obviously attempting to access again! Please beware.
