This is a scammer based in India. I blocked them after receiving an SMS claiming to be from the Social Research Centre, affiliated with the University of New South Wales, stating they would be calling regarding participation in an important survey on health and relationships.
This caller seems to be exempt from regulations, allowing them to contact numbers that are listed on the Do Not Call register.
I doubt the legitimacy of this claim. It's best to just read the text for yourself.

Initially, I was uncertain about this number, but after some research, it seems to be legitimate. It’s listed on the Social Research Centre's website (a subsidiary of the Australian National University) as a number that may send out SMS messages. They should include this website information in texts so recipients can easily verify its authenticity.
I received a similar call to the one described above. I also live in Queensland and find it suspicious, considering I’m registered on the Do Not Call list.
They claimed to conduct research and stated that they may contact individuals who are registered on the Australian Do Not Call Register. Disturbingly, they described themselves as being exempt for conducting opinion surveys, which justifies their intrusive calls and messages.
I received the same, it is a SCAM.
