I'm not sure what the deal is, but this "Xixiping" business sounds a bit dodgy. What a strange message to receive!
Unfortunately, the 03 9316 prefix has a history of reported scam activity. The 9271 suffix is just one of 16 that have been reported as being used by scam agents. Caution in advised.

Called purporting to be from Telstra (not my internet retailer) and advised my IP had gone public. After pressing for details and asking for his number so I could call back he gave me my mobile number and then hung up!
This bloke claimed to be from Telstra saying my IP was exposed. When I asked for his number to ring back, he threw my mobile number at me and hung up!
Answered a call, sounded like a call centre. Bloke just laughed for a bit and then hung up—definitely blocked him!
