I called the number back and when they answered, claiming to be the ATO, it was an Indian man who could barely speak English. I said I did not wish to receive unwarranted scam calls and he swore at me an hung up.

This is the callerID used to make robo-calls purporting to be from the ATO (Australian Taxation Office).

If you call this number, the call is answered in a call centre, with operators with Indian accents. When you challenge them regarding their fake calls they either hang-up or become abusive.
