Spam from ham spam.
Definitely a spam call.
1) Rang and didn't leave a message when not answered.
2) I have been targeted frequently over the past year by this/these companies which want to get you to change electricity/gas providers.
Callers are based in India - even when they say they are calling from Melbourne.
3) The provider of the number - the company iVox - provides internet telephony which allows callers outside Australia to get a local caller ID.
Several of the spam call numbers I have experienced in the past originate from iVox held numbers.
Scam.

I did not answer the call, and the caller did not leave a voicemail, which makes it suspicious.
