Phone usage scam.
Call spoke in English then in some Asian Language. Scam call.
The phone number appears to be from Nubeena, a location in Tasmania, which adds to my suspicion regarding its legitimacy.

I received a voicemail from this number that provided instructions in English or Chinese, indicating that my mobile phone usage was abnormal and threatening to stop my service. This is suspicious behavior.
I received a call that first asked me to select a language, either English or Chinese. After making my choice, I was put on hold, which eventually connected me to an operator likely belonging to a scam call center.
I suspected this call was spam related to Chinese international students, and I chose not to answer it.
