I have been receiving calls from this number and other similar numbers every day. It appears to be a robocaller, as they leave an automated message asking if I want to press one for English or two for Chinese. My phone identified it as a potential fraud.
The message I heard included repeated prompts to press one for Australian nationality and two for Chinese or international students, accompanied by a statement regarding an "epidemic emergency notice." The constant repetition made it feel like a scam message designed to confuse recipients.
The voice-to-text feature transcribed this call with a message that included phrases like "For details, press one for English and two for Chinese," but the actual content was nonsensical. It seems to be a scam caller trying to imitate a number from rural Victoria.

I don't understand why someone from Ouyen would be trying to contact me. I have no known connections or reasons for someone from that location to call.
