The voicemail left on my phone mentioned an 'Academic Emergency Notice' and included keypad options for different nationalities of students, which seemed suspicious.
This seems to match the reports from previous users. While I can't say for certain, I strongly believe this call was a scam based on the similarities.
I missed a call from this number, but thanks to the information on this site, I now know it’s associated with a scam.

Spam/Scam call pretending to be from Vodafone saying something about your account. Funny im not even with Vodafail.
This number is linked to a scam operated by individuals claiming to be from the Chinese authorities. They spoke Mandarin and stated that I had an unclaimed parcel awaiting me, which sounded very suspicious.
The voicemail I received prompted me to press #1 for Australian Nationality and #2 for Chinese or International Student. Given the nature of the options presented, I suspect this is likely a scam call.
