My advice to everyone is simply this:

If you do not recognise the number do not answer!

If it's important they will/should leave a message in regards to why they are calling and what is the concern.

If they don't then you have dodged an unsolicited sales pitch or worse, a scammer!

Life is too short to be dealing with these sorts of people.

The downside to my approach is that you have to call your message service to check if they actually do leave a message, and then go on and block that number.
