Scam

Recorded message came from this number at 3pm today, something like "Your tax identification number has been suspended. In order to avoid possible arrest, please press one to accept this call.".

They did not say they were from a government agency.

It shows on the mobile device that this number is a landline Nowra, New South Wales. So it would have been 5pm local time when the caller instigated the call.

I called the number back, and and got a recording for a business with business hours that end at 5pm. The business was called Bundanon Trust, which would have nothing to do with my tax file number. ([link] There main number is 2 4422 2100 so the number that called me is probably from their phone system. Perhaps a staff member using it for illegal calls after closing time.
