The caller identified themselves as representing Ipsos and mentioned they were conducting a study for a government agency.
I returned the call and was directed to an after-hours message stating that they were IPSOS, an organization conducting social marketing data collection. Their website indicates they focus on surveys and polls.

However it keeps trying, this number has tried calling me 5 times in the last week.
Yep same to me, has called me two within a week. No message.
