The voice was female, maybe Indian/Sri Lankan, but whatever headset the lady was using was badly loud & distorting & I couldn't understand a word the lady was saying.
I just barely understood one word, 'Electricity' out of all that she was saying, then gave up. I just politely said, "Sorry, I cannot understand a thing you are saying, your voice is too distorted. Please block my number." And I hung up.
Although I could find no listing of the number being a scam caller on this & other reporting websites, I blocked the number for good measure.
